A BILL TO BE ENTITLED AN ACT
1 To create the Chatham County Legislative Gang Prevention and Intervention Commission; 2 to provide for membership; to provide for powers, duties, and objectives; to provide for 3 related matters; to repeal conflicting laws; and for other purposes
4 BE IT ENACTED BY THE GENERAL ASSEMBLY OF GEORGIA:
5 SECTION 1.
SECTION 1.
6 There is hereby created the Chatham County Legislative Gang Prevention and Intervention 7 Commission. The commission shall submit an annual report recommending strategic, 8 coordinated, and collaborative efforts between educational institutions and community and 9 social services organizations for the implementation and maintenance of programs and 10 initiatives designed to prevent and intervene in criminal gang participation by youth in 11 Chatham County. Such report shall be submitted to the Chatham County legislative 12 delegation, which shall be composed of all senators and representatives in the General 13 Assembly whose districts are wholly or partially in Chatham County, and the governing 14 authority of Chatham County and each municipality located within such county no later than 15 January 1 of each calendar year.
16 SECTION 2.
17 (a) The Chatham County Legislative Gang Prevention and Intervention Commission shall 18 consist of the following members: 19 (1) One citizen of unincorporated Chatham County appointed by the Chatham County 20 legislative delegation; 21 (2) One citizen of each municipality in Chatham County appointed by the Chatham 22 County legislative delegation; 23 (3) The sheriff of Chatham County, or his or her designee; and 24 (4) The police chief of any county or municipal police department operating in Chatham 25 County, or the designee of such police chief. 26 (b) Members shall each be appointed for a term of two years and no member may serve 27 more than two consecutive terms. All vacancies shall be filled for the unexpired term by 28 an appointee of the original appointing official. 29 (c) The commission shall hold regular meetings at such times and such places as it may 30 deem necessary or convenient, to accomplish the objectives and purposes of this chapter. 31 Special meetings may be called by the chairperson or a majority of the members of the 32 commission. 33 (d) A quorum for transacting business shall be determined by the members of the 34 commission. 35 (e) Members shall serve without compensation; provided, however, that any legislative 36 member shall receive the allowances authorized by law for legislative members of interim 37 legislative committees and any members who are state employees shall be reimbursed for 38 expenses incurred by them in the same manner as they are reimbursed for expenses in their 39 capacities as state employees.
40 SECTION 3.
41 The Chatham County Legislative Gang Prevention and Intervention Commission shall have 42 the following objectives: 43 (1) To submit an annual report recommending a plan for strategic, coordinated, and 44 collaborative efforts between educational institutions and community and social services 45 organizations for the purpose of preventing and intervening in criminal gang participation 46 by youth in Chatham County; and 47 (2) To provide informational resources, strategic guidance, research, and best practices 48 to social services and community organizations in the implementation of programs and 49 initiatives designed to prevent and intervene in criminal gang participation by youth in 50 Chatham County
51 SECTION 4.
52 All laws and parts of laws in conflict with this Act are repealed.
